Are you getting error messages?
Are you using mods? (if it's a big mod some of them take a long time of black screen to load, even on recent computers)
You can try keeping left CTRL pressed to bring up the options window before the game itself starts.
Disable mods from there if you think that might be the issue.
Check the video options in there, especially video ones. Disable VSync and try switching DirectX9/11. On Win11, I don't know what version of DirectX you might have. Might need to grab an installer for either 9 (generally more stable for Banished on Win10) or 11 (faster).
Repairing the registry (I use Glary Utilities, free version for that) might solve issues too (recently had to do that myself as I was randomly crashing midgame), but usually not associated with starting crashes as far as I remember.
